Why has this issue become so critical right now?
Most Ukrainian companies began automating their operations using 1C back in the 2000s. At the time, it was a logical choice—it was affordable, familiar, and there were plenty of specialists available. In 2026, the situation is different.
First, there is the question of origin. Software developed by a company from an aggressor country is not a neutral tool. Second, and more importantly from a practical standpoint, there is the issue of technical security and capabilities.
1C/BAS was built on 1990s architecture. It lacks native cloud integration and has poor interoperability with modern marketplaces, payment services, and mobile apps. In the context of active cyberwarfare, an outdated system with opaque code in your infrastructure is an open vulnerability.
Regulatory pressure is also mounting. The State Special Communications Service registry and the NBU’s requirements are not mere recommendations. And companies that delay their decisions end up paying a higher price for it with each passing quarter.
