What's Happening with 1C in Ukraine
In early 2026, the situation surrounding 1C software products in Ukraine changed significantly. On January 9, the State Special Communications Service published an official list of banned software, which included 27 products from 1C. Among them were 1C:Accounting, 1C:Enterprise, and the entire BAS product line. Just 19 days later, the list was expanded to include 13 additional items.
For government agencies, the ban has already taken effect. The private sector is also preparing for the changes. Bill No. 13505 has been registered in the Verkhovna Rada, which establishes liability for the use of prohibited software. Six months after the list is published, companies may face fines of up to 2% of their annual turnover. The deadline for completely phasing out the software is set for January 1, 2030. This raises the question: what can be used instead of 1C?
The main challenge for businesses right now is to determine the timeline for transitioning from 1C to an alternative. The situation is complicated by the widespread use of these systems. According to estimates by the IT Ukraine Association, approximately 75% Ukrainian companies (nearly 500,000) still use 1C or BAS for accounting, management, and inventory tracking. As a result, demand for 1C alternatives is growing rapidly.
Against the backdrop of changes in legislation, companies are increasingly using several specialized solutions for different business processes. In practice, this means building a unified software environment consisting of 2–3 systems. In the coming years, the Ukrainian business automation market is expected to undergo a major transformation. Companies will not only have to switch to new software but also decide what to use to replace 1C in Ukraine.
Criteria for Selecting a 1C Alternative
Modern software programs have their strengths and weaknesses, and it’s important to understand what’s critical for you. When looking for an alternative to 1C, you should start by answering this question: Which of your business processes are currently handled by this software? These might include accounting and tax reporting. At the same time, typical 1C/BAS configurations can cover much more: warehouse management, sales and procurement, production, CRM, document management, payroll, HR, and payroll and social security reporting.
That is why it is best to first determine what criteria the new system should meet, and only then proceed to making a selection. Key factors may include:
- Localization in accordance with Ukrainian law.
If the system is used for accounting and tax reporting, localization is mandatory. It ensures the accurate calculation of taxes, the preparation of reports for government agencies, integration with the PRRO, and compliance with Ukrainian accounting standards.
Ukrainian 1C equivalents are developed to meet local requirements and are regularly updated in line with changes in legislation. However, international ERP systems do not offer full localization for Ukraine, so they require additional configuration and customization. - Customization and platform openness.
At the outset, people rarely consider how easily a system can be modified, new features added, and the system adapted to business needs without being completely dependent on the vendor. Based on this criterion, solutions are divided into three categories:- open-source platforms;
- systems with an open API and configurable settings;
- Proprietary solutions, where most updates are available only through certified partners. The higher the level of proprietary control, the greater the costs of customization and the risk of vendor lock-in.
- Total Cost of Ownership (TCO) over 3–5 years.
The actual costs of the Ukrainian equivalent of 1C are determined by the total cost of ownership (TCO), which covers not only the software but also implementation, data migration, user training, customization, technical support, and the time of employees involved in the project - Scalability.
Some solutions are well-suited for small businesses, but as the number of users grows, you may run into performance limitations. Others are designed for large companies and may prove too complex and expensive to implement initially - European-ready: Entering EU markets.

International platforms come with built-in localization and support for various regulatory requirements. Local solutions effectively meet Ukrainian needs, but opportunities for international scaling remain limited.
Top 14 Systems to Replace 1C
MASTER Accounting
MASTER Accounting is one of the solutions most similar in logic to 1C:Accounting, adapted for the Ukrainian market. It is suitable for small and medium-sized businesses. MASTER Accounting can be used as a standalone accounting system or as part of the comprehensive Odoo + MASTER ecosystem. The system was originally designed as a full-fledged alternative to 1C, so its interface, the logic of its reference databases, and the accountant’s workflow are structured according to a paradigm familiar to users.

This high-end ERP solution goes far beyond a simple «accounting program,» offering a comprehensive tool for organizing business processes. It is suitable for large manufacturing companies with 300–500 employees, industrial holding companies, factories, and agricultural holding companies—especially if you have a complex production process with MRP/MES requirements.
Key features include:
- production planning;
- coordination of production processes;
- asset and fund management;
- supply chains;
- CRM;
- a full-featured accounting subsystem.
The program is based on Industry 4.0 (using AI and IoT) and helps optimize business processes.

Odoo (Belgium)
The most widely used Western solution in Ukraine that can serve as an alternative to 1C. Suitable for small, medium, and large businesses: Odoo scales from 5 to 5,000 users without changing its architecture. The system is also a good fit for businesses planning to expand into the EU, as Odoo offers localizations for over 40 countries, is GDPR-compliant by default, and is ISO 27001-certified on Odoo.sh.
It comes in two versions: Odoo Community (free, open source, limited set of modules) and Odoo Enterprise (paid subscription, full set of modules, mobile app, vendor technical support).

Self-ERP «Accounting for Ukraine»
The localization of Ukrainian regulated accounting is implemented as an add-on module for Odoo Enterprise. This tool, which serves as an alternative to 1C in Ukraine, is installed via the familiar Odoo Apps marketplace. It is suitable for medium-sized businesses with 30–300 employees and will be particularly relevant for companies engaged in foreign economic activity.
